This is a damaged penny. Is this damage post minting?

Yes, you are correct. It's all unfortunately PMD (Post Mint Damage). This Wheat cent is now only good for Copper melt value. Still keep it since it's a Wheat cent.

Some kind of cutting tool, if the cut marks are straight across from each other. Or slightly off set will lead to exactly what. A cutter like for paper will be offset, a handtool like side cutters will be straight. Now figure out is it 1918,28,38,48? The rim and style I guess is 28/38.
