Those are part of the 1999 Millennium set. They kinda look like proofs.

Impaired proofs, now have to be graded as for circulation coins. Can still be noted as "impaired proofs".

Silver proof coins they are.Not intended for circulation.

stick a magnet on them. The regular proofs are made of nickel.

If they are silver, that's what I gather from your description, they are proof. If they are nickel, they are circulation finish.

These are proof finish, mirrored fields with cameo details, although
circulated they are .925 sterling silver, a magnet test should prove
this. You have 11.8 grams of sterling. Nice grab.
