Looks like a fold over lamination/debris struck through. Interesting.

That's an adhered piece of foil, or something, see how it covers the coin, even rim at 9 o'clock, still neat find!

I am tempted to try removing that piece and having the two pieces sent to TPG and maybe getting a Six figure for it like the one Coop posted a week or so ago
