This is indeed ejection doubling and it is not any form of die doubling. This type of doubling is mentioned in a section of of the CPG on what doesn't command a premium or what is basically a worthless form of doubling.
If I had to place a realistic number on this type of thing with respect to the Kennedys I've searched through, I would say that more than 40% of all the
Kennedy half dollars I've seen have this kind of damage.
It is a form of damage.
