1998 P, Lincoln Memorial Cent / LMC Unusual Red Dot Error On Reverse. Thoughts?

It can be stained, discolored or struck through with foil from another coin or struck through a rim burr. Perhaps it was colored in through something circular and the circulation the color from the top of the device. Or some one die the color on the field very carfully. PSD. It wasn't struck that way.
