My first reaction would be that it's probably genuine, simply on the basis that if you're going to forge this type, you'd be a lot better off making the considerably more valuable year 3 dated ones than the year 2 (of which nearly 400 million were struck).

Looks genuine. This type of coin is home to a lot of varieties including warlord cast 'copies'.

I suppose I need to add that my original assessment was made solely in the context of the possibility of modern reproductions, and that I wasn't thinking in terms of contemporary counterfeits (which might in fact be more collectible than the genuine article).

One other thing is meriting mention is the apparent weakness of the strike at various points of the periphery. I've seen this on other provincial copper issues of the period, so my perspective is that this flaw actually rather goes to authentication of this specimen.

This may not be as true as it used to be. The cost of making a counterfeit is no longer a great expense.
Even 10 years ago the Chinese were making credible Peace dollars of the most common date.
Lately I've seen counterfeit Cash coins that if genuine should sell for less than a dollar.
Also, the lower value coins are not scrutinized as a rare one might be.
If it can be made for a dime and sold for a dollar, someone will do it.
