If luster is original and not messed with 65 all day minimum maybe more.

If the lustre has some "flash" a 65 would not surprise me.

Better pics taken at a very slight angle might help to determine luster.

If luster is good, then MS-65.

Indications of hits not visible from this scan. I wouldn't guess at what I can't see.

Looking at these pics it looks like it is from seller centsles notorious for scanned pics and selling crappy ICG coins.

Like scanned on a photocopier or something similar. Or a scan of a photo. Basically it doesn't show coin luster and can hide marks that would detract from the grade.
