Here's a better shot of the missing dash between the dates.
It's actually there but very faint so that it's really hard to see unless in the right light.

Note how much wider the 't' is compared to the other letters. A sure sign of partial fill of grease in the die. The dash is filled and parts of the 1817 is also showing some Grease Fill on those devices. It happens.
