That would be a chip. The 9 is open and not a closed device on this year.
So there would not be a post in this 9 of the date. It is very common to find die chips in that location because on all the 50's wheat cents the dies were way over used. So much so that all types of weird stuff happened because old dies being used past retirement. They are out there in the hundreds of millions.
