To me it looks like it was struck with a tilted die. When this happens a fin will develop on the rim, because the space between the collar and the die allows the metal to raise. (sometimes both sides are affected) If the coin had been save with the fin raised then there would have been some interest in this coin. But with it flattened, it is now just a regular coin.
