1970 Roosevelt Dime With Double Rim

This dime has a extra rim from the B to the top of Roosevelt's head. What would this be called and is it rare?

Not rare. Looks like a minor MAD.

MAD=Misaligned Die.

To me it looks like it was struck with a tilted die. When this happens a fin will develop on the rim, because the space between the collar and the die allows the metal to raise. (sometimes both sides are affected)

If the coin had been save with the fin raised then there would have been some interest in this coin. But with it flattened, it is now just a regular coin.
