1968 D {lmc) DDO-001 Or Damage?

Looking through some cents and found this 1968 D Lincoln Cent and this cent has the characteristics as a DDO-001 but other indicators shows it could possibly be just damage. Insight please!

The design on the cents that year looked like that on outer devices. The master hub was wearing out and was spreading so much that the hub needed to be retired.

On the following year a new master hub was created and the design on them look different going forward.

Yes sir. @coop, I knew that year had a problem but this cent was different than the others I've seen in front of me.
