1883 No Cents V Nickel...proof Or Not Proof?

So I got this coin from ebay for $43, and it was listed as a Proof by a fairly reputable seller. The item is here: 183092615432

I was wondering if this coin is proof. If it were, it would be my first classic proof. If not, should I cancel the deal because of the misrepresentation or still get the coin? The coin doesn't seem too bad even if it were misrepresented.

Not sure if it's a proof, but the surface looks refelctive.

I think it is a PL business strike. The reverse is misaligned a tad too much and I don't think all those die cracks would be on a proof.

I'm not sure if I would keep it in that case. That scratch across her neck really dips the eye appeal factor and that price is too high for a even a low MS coin.

Looks like an impaired Proof to me. The 1883 Proof Shield nickels are a good example of a Proof issue which is known for having severe cracked die strikes -- some of the dies were already broken or falling apart after only a small number of coins were struck. This striking problem continued over to the 1883 V nickels, with and without CENTS. The problem may have been exacerbated by the proof coins being struck twice, at a higher than usual strike pressure, or a combination of both those factors.

Even the business strikes with fully prooflike surfaces, fresh off new die pairs, sometimes show signs of cracking and chipping, and they couldn't have been more than a few thousand coins into their run.

The reflected surface on this coin leads me to also
believe this is an impaired proof.
For $43 I would keep it.

Those are quite the die cracks on both sides.

The rims look raised, possibly proof.
