Also, is there any significance of the 1997-dated coins?

I see nothing on the holder to tell who put it together.
I can't think of any reason for 1997 date .. they all are
1997.

I've seen a few at auctions in lots of exonumia, quite common for the thirteen colonies. Have only seen one 50 state cardboard layout tho.

I have a complete 50 State counter stamped set on I believe 1983 LMC, the stamp is of the shape of the states. |
