I'm gonna chime-in here...
this is the Double GRATIA/REGINA...as I call it...it's one of the partial Double Die Obverses...(the other being Double CANADA/VICTORIA, and there is also a double CANADA/VICTORIA/REGINA)...these being distict from the "Heavy punch doubling" or the "Round the Clock Doubling"
the die clash on the reverse is NOT the single die clash of the beads in the reverse leaves(2011 Charlton pg.308). It's sort of a "half" single die clash.
you will note carefully that the beads in the die clash under the vine are NOT full...I've noticed this "half die clash" in the past, and since there are two much cooler reverse die clash types (the single and the multiple), I've ignored this type...which is only partially formed..
The Double GRATIA/REGINA is the 3rd most common 1881H Double Die Obverse subtype, with the most common one being the Double VICTORIA/CANADA

I do grab the nice examples of the double GRATIA/REGINA, because it's rarely recognized by collectors...but I did manage to get one labeled as PCGS 1881H DDO....so PCGS will recognize it as a double die obverse (well...one of them anyways..LOL)...
The rarity goes: RTC (round the clock) (scarcest) < Double Vic/Can/Reg < Double Gratia/Regina < Heavy punch doubling < Double Victoria/Canada (most common)
