The 1937 is not a Rockwell test mark - it is too small and the wrong shape.

The mark is incuse and on the planchet before the strike.

If the Rockwell test mark is on the die, it shows as a raised area on the coin. However, the test requires the Rockwell C scale, not 15T (as for the planchets). This necessitates a different shaped indenter which does not leave a hemispherical mark, but a spheroconical shape.
