Did this happen at the mint? Looks to me like the material was messed up there.

Looks like it is damaged to me. Note on the reverse, the devices on STATES look flattened? This was damaged after it was struck.

I am posting larger pics because it looks like the metal ran because of how smooth it is. I don't know but take another look please.
