The devices on the outside ring of the ATB Quarters are incuse. (sunk into the coin) The dies are a negative of a coin. Sot if a device is raised on a coin, it is incuse (sunk into the die) If the devices are incuse, they are raised on the die. So when the dies move slightly on the incuse devices, they enlarged the devices with an extra outline or alter them just a bit. This happens about 70% of the time on these quarters.
