Look at the devices, like the middle bar of the A, the doubling makes them smaller, which is a sign of Machine Doubling.

MD is not uncommon on half dollars. Something that helped me when learning was looking at the DDOs and DDRs on this website:

Looks like a VLDS (Very-Late-Die-State) coin, that is also suffering with MD also. Still a 40% silver coin. So not all is bad about it. Just not a variety coin.
