I am not 100 percent sure, but it looks like a strange form of Die Damage. Maybe the die struck something brittle to cause this?

Looks like someone at the mint polished the die with an angle grinder. I'm stumped.

Looks like a struck-through error that most resembles a field-restricted struck-through error. Such errors occur when a feeder smears a gritty paste across the die face (mainly or exclusively on the field portion). http://www.error-ref.com/field-rest...ough-errors/

Some idiot, er, uninformed er, budding collector will jump at the chance for a one of a kind original mint striking error! for $9.95 plus $3.00 shipping on ebay...go for it!

I would put it in a 2x2 and label it as Mike said. Also, add a note on the 2x2 that Mike said it. Not box worthy but 2x2 worthy.
