I can't tell what might have given that ring shaped design detail with radiating arms obv, but if you do a search in coinarchives, you'll see other ecus from this year with similar issues, like this one, where that same feature is on the rev (not to mention the squirrelly 4 in the date and doubled REX obv): https://www.coinarchives.com/ec1048...age02189.jpg
