Nope - that cent looks like it was struck on a copper-plated zinc planchet.... you see this on US coins too. I am not sure of the exact reason why, but US error experts call this "plating blisters".

That's more than the usual "plating blister". It is a definite planchet/strike error, I suspect it is a faulty annealing treatment(heat) that has caused improper adhesion of plating. There may have been trapped liquid from a blanking wash, that when plated then annealed was still warm enough that when stamped would "explode" in trapped gasses/material.

robmck1967 you could maybe start a collection of these here's a 1999 PL that's very similar. I brought this up a couple years ago in a thread but I can't seem to find it. If I recall correctly it was described only as a coating error. Cheers, Bill

This is one that looks more like what I'd be expecting for a coating or plating issue.

Quite a few 1997 Canadian business strike 1-cent coins have this effect...
