Looks like a rim clip to me.

Looks like a partial clip to me. The reverse looks legit but the obverse looks a little odd. What you see on the opposite end of the coin is the blakesley effect, which happens with most clips.

I'm of the opinion that the out turned rim,unfilled beads on the obverseand the Blakesly effect on the opposite side are clip characteristics. There was just enough silver to form a very thin edge, at REGINA, that was subsequently forced out by some handling.

It looks like a small curved clip. Not PMD, not partial clip. Obverse clip area looks like it got damaged.

 - it is a rim clip. Look closely at how the rims dovetail into the clip. A legit minor error.
