2009 100 Note, Is This My First Note Error?

The paper around the blue strip is torn and hanging on by a thread. Just north of that the paper also looks torn. Is this an error? Any and all advice is greatly appreciated!

It appears to be post BEP, so as an experiment, I tried duplicating the same defect on a similar note.
After maybe a minute, with a few common tools, I did the same thing. Since the security strip is imbedded, you can carefully pull back the paper that covers the strip.

I'm not saying the OP's note was done intentionally, just showing how it can happen IRL .

I did it for myself really, and just wanted to share my experience for other collectors. I had not seen that type of tearing on the new $100 before.
