Unusual.

I'm not completely sold on the stains originating during the printing process.
The shade of green of the stain neither matches the green ink used on the front or the back of the note.

As an example, this note has what I would call a "solvent smear". The note is a series 1988A.

Just looking at Steve's note as a novice, I would say that the OP ink smear is in the wrong direction.

Ink smears on US notes are caused by the solvent that is used to clean plates between printing of the intaglio portions of a note. They do not occur during the third printing because solvent is not used in that step. If it were, the intaglio portions of this note would also be affected.
