I found this in a circulated bankroll from a bank box of U.S. Pennies. It's in AU condition with a ton of mint luster left. I did some researched and found out that this error was caused by Peripheral Die Damage (Die Attrition). Here's the definition on what this error is and what causes it. From error-ref.com: Quote: Definition: This is the most recognizable and regular form of peripheral die damage. A die attrition error is generated when a temporarily misaligned hammer die smacks repeatedly against the beveled entrance of the collar. Moneymoai, I believe it's incuse. I have it in my coin collection somewhere. I'll have to dig it out sometime soon.

1983 is a big year for die attrition errors on cents. They can be raised or incuse. When incuse, it's likely due to the development of a downward facing burr on the hammer die.
