It looks like excessive die polishing. When dies are clashed, scratched, or otherwise damaged, they will be polished to remove the damage. This lowers the field on the die (essentially raising it on the coin), and if extreme, can noticeably cut into the devices.
One follow-up question for CCF folks, are these pronounced enough that this coin is worth saving--any numismatic premium or just worth face value? Just tryin' to learn...

This one isn't pronounced enough for saving. I've saved a few that were just covered in die polishing lines that looked like the mint worker polished the dies with 40 grit sandpaper.
