Is it an error coin because of the 9 being filled in and how much do you think that this coin would be worth?

Die chip. These were common on the 1950's Wheat cents. They over used the dies and all kinds of weird stuff started showing up.

It's worth what you can sell it on ebay for, why not send it in to a TPG and get it graded? Only cost ya $40 plus on a 1c valued coin, boy whatta deal!

Technically, it is an error. However, cents of the 1950s are well known to have die chips within the date and LIBERTY and generally have little, if any, premium value. A single die chip in the 9 (also being quite small) does not add any value for me. Keep searching!
