Every year, a certain number of coins are minted in Philadelphia and Denver for circulation.

Does anyone know the process of determining how many coins they mint each year? Do Philly and Denver talk to each other about who's minting what numbers? Do the numbers to mint change as the year goes on?

I am not sure on the exact formulas, but it is based on demand from the Federal Reserve.

This is how it's probably done. Mintages are in the spin wheel for each denomination...hahaha

Not sure how the Federal Reserve role is, as jbuck implied.

The mint does not put anything directly into circulation. The Federal Reserve branches order coins from their mint (Philly or Denver) to supplement the inventory used to fulfill coinage orders from their member banks. If the banks send a lot of coins back to the Fed (as they did in 2008) then mintages are reduced (as they were in 2009) from lack of demand.
Rest in Peace

The Fad orders coins from the mint by denomination: "we need 1 billion quarters".

Like any business the mint decides which of their factories to use based on available resources and other orders.

Members of each Mint get together at bar somewhere and start drinking. As they drink they come up with a number of coins that each will make based on what they can still say.
Or the Mints just do a lot of guessing.
Or no one really knows.

They are not issued for circulation, sold for collectors only, since the Fed has plenty on hand to satisfy demand.
