1984-D LMC Circumferential Feature?

I am not sure how to identify this feature. I suppose that it could be damage - but it is not consistent enough in distance from the edge to be from a coin rolling machine. My first thought is that it is split plating. It is definitely incuse through STATES. In places, it looks more like a die crack. In other places it has more the appearance of a retained lamination. I need some new eyes on this, please! Let me know what you see!

Coin looks damaged. Note the obverse rim? It might have been altered?

I had something like this as well and I think it was decided it was "finning". Not 100% sure though.
