I found a quarter that seems to have a peeling clad layer. Would this be something that a collector might want? Is it too beat up?

I should imagine it's a very desirable coin, usually known as a 'clamshell' (for obvious reasons).

BTW, which mint is it?

Looks like a Denver. Also looks like the obverse layer might be slightly separated.

This is called a "Clamshell". This is a genuine U.S. Mint error and is worth a good premium. Although, I would preserve that as quickly as possible, because it looks like it starting to corrode. Put it in a 2x2 for protection.
