Die polishing scratches , a vigorous removal of a clash it seems. Note the shallowness of centrally located details, a clash bullseye.

I was talking more about the color crazyBo. I think it's that green stuff but couldn't find the correct term. It doesn't come off I've soaked it in acetone

@wilburton it looks to me like environmental or chemical exposure stained the copper plating. By "green stuff", you might mean verdegris, bronze disease, or PVC slime but I don't think that this coin has any of those.

Also, it is not a big deal, but in seeing @crazyb0's response, please consider being a little more descriptive with your initial posts. Being more specific with your question or concerns can be pretty useful. Just my Two Cents and now I will get off of my soapbox.

It's clearly a chemical reaction to some unknown environmental exposure (ED).

@ Spence I guess it was pvc slime I am talking about. It's the stuff you see (on mostly early 90s cents) that is generally a green circle in the middle of the coin. I know that adds no value to the coin but didn't know the proper terminology. Long story short I didn't want to write a long post explaining what I thought it could be. Next time
