It is one of the doubled eyelid varieties, but am pressed for time, not a couple I checked on coppercoins, need to match mintmark placement.

Take a look at 1943D-1MM-005 on CC, seems close.

It is neither. The bust outlines were weakening on the hubs, so they altered the outline area. You can see this on earlier die state wheat cents on some years. After die wear sets in, it goes away.
