I found this in a customer wrapped roll of U.S. Pennies. I got two customer wrapped rolls and this was my first find. I'll post my other find as well on a different and separate thread.
If they are incuse, then that would be damage to the coin. Usually die chips happen on the field. If they were chips, they would be raised, not incuse.
