1979-P Anthony Dollar: Possible Error?

Hello, everyone.

When I withdrew some dollar coins from a bank today, this 1979-P Anthony dollar was part of the lot. I was wondering, is this an actual error or post-mint damage? If it is an error, would it be worthwhile to submit it to a TPG?
