1997 D Lincoln Cent With An Error?

Found what appears to be a gouge on reverse side that extends from the bottom rim bellow the E and extends to the steps. It does not effect the letter E as it appears to pass underneath. There is another bellow the letter C but is much smaller and not so apparent in the photo. Any ideas what this is?

Looks like a die gouge. Not how it flows behind the device? That shows it is on the field of the die. If might be part of Feeder Finger Damage that was mostly removed, except for there.
