Looks like super glue, two coins glued together then separated, soak in in some acetone for a minute.

Yes, @bobby nailed it. Sometimes you can lift up the dried glue without even soaking it in acetone.

The devices are mirrored in the glue from another coin.

Someone recommend to do this acetone test. I put it in for a minute and it stay the same ? Any info on that

Ok yep try to pick it off with a toothpick, fingernail, or some other pointy device that won't scratch the coin. The acetone can soften the glue, but it may take more than a minute.
