I picked this up at a coin shop last week. Looks like it might be DDO-2.

My first thought was Longacre doubling, but I compared it to the photos in the Cherrypicker's guide and it looks like you have FS-102. Nice find!

The die markers mentioned in CPG all line up, so you do have FS-102.

What's curious to me is that except for the notched E (STATES), the rest looks like strike and or Longacre doubling. Perhaps this is one that needs looking at under a scope.

I am thinking Longacre Doubling as well; flat, shelf-like outlines of primary characters.

Here is what NGC has to say (no images) about FS-102;

Flynn-Fletcher: FF-DDO-002

Diagnostics

Several features are doubled, most notably Liberty's nostril and eyelid and at STATES

And also not that the doubling is on the left, right and below the lettering. Doubled dies are doubled in one direction and may show doubling on two sides of a letter but not on three or all four sides. STATES is DEFINITELY showing Longace doubling.
