I bet a bath in pure acetone would remove that.

Any foreign material on the surface needs to be removed so we can see what is actually going on with the coin. Gunk on the surface can make things appear differently and/or incorrectly.

@ronzo, I'm with @spruett on this one. If you can remove the crazy glue or whatever that is, then we can look at the underlying coin to see what might be of interest. I'm looking forward to seeing some "after" pics.

Use a shallow bowl so removal is easy. A wood toothpick would be useful for dislodging stubborn ar4eas.

Still very spendable. Current change is common, unless it is in MD-65 or higher grades. Put this one back to work.

Probably not. When the making of billions on them, they will probably never be in short supply. On the 1950-D nickels they announced that only a small number of the would be created that year. Well word got out and every one saved rolls of these. So when you look up prices for this year, there is not much difference between the price of an un-circulated and circulated coins. The price went down because so many were saved. What you should be looking for is the BU 1982 and 83 quarters and halves in BU. Why? Because the only place you could get mint sets that year was at each mint. You had to go there to buy that mint set at each location. So the mint sets are in short supply. So new collectors are looking for better examples for their collections. So if you find rolls of the higher denomination coins, you could get a better return selling the BU coins.
