The devices are reduced in size not doubled. Its flat and shelf like.
What you see is Machine Doubling (MD). It adds no significant value to the coin.

On cents there's only one year that the Philadelphia mint used a P mint mark. 2017. All other years not having a mint mark was understood to be from that mint. So it's common.
