This is Machine Doubling, not an RPM. Machine Doubling always reduces the size of the devices. It's shelflike in appearance and it's flat. http://www.error-ref.com/machine-doubling/

Flat, shelf-like, and lower profile than the actual MM. The die and coin shifted left to smear the MM, hence inside and outside doubling.
