I'm asking from an educational perspective. I'm still very much learning.
What about the split serifs on the E and S of STATES?
That could be the way the lighting is hitting it I guess.
Edit: are those called 'flow lines' happening around the perimeter face by the worn die?

It looks like a bad case of push doubling to me. The lighting makes it hard to figure out what is going on, because of a dual light source and too bright. But it looks like the machine was pretty sloppy at this coin. See how it looks like notches on certain corners. That is from the light trying to wrap around a corner. Not a doubled die.

Thank you all for your responses. I will try to get a full shot of the coin and post it. Currently, my camera wont focus if I attempt a full image. I am also trying to rig the camera to eliminate the excessive lighting.

I've seen this a 1000 times and every time the professionals called it MD. But I'd keep it as a reference to push doubling (form of MD) as coop called it.

 Just found an amazing DDO 2017 mule over the profile of Lincoln is ghostly doubled see l the letters and numbers of another coin under him plus e pluribus unum just above date
