1972 Kennedy Half Damage On O.

This damage is on the O of OF LOL! Anyway I tried several times with a toothpick to remove it,But it wont budge.The area halfway through and North of the O is slightly raised above the field. So what caused this? Something during the strike or PMD? Any advice is greatly appreciated!

It`s not PMD but I forget what the name of the error is called.
I believe that a piece of scrap cladding hung onto the planchet.
When it was struck the piece folded over and was stamped over.

Nope. Not a Rim Fin. Something else. I'm looking.
