Looks like zinc rot to me.

to CCF. That is called zinc rot. Gas gets trapped between the zinc core and the copper plating. When the copper breaks open and exposes the zinc to the air it starts to rot.

Split plating is the cause. Zinc gets oxygen and breaks down.

Not an error coin. This is Post Strike Damage (happened after it left the U.S. Mint). This is called Zinc Rot. It happens when the Copper plating breaks, causing the Zinc core to get exposed. When that happens, the air reaches the Zinc and the Zinc starts to rot. Worth face value since it's only damage.
