2013 D Dime With Possible Error. Need Help.

Found this dime with majority of the obverse is raised you can see where it dips down. I just don't know if it's PMD. None of the edges are affected nor is the reverse. It's just on the obverse.
I know these pictures are horrible but I was at my mom's house and had to use her phone. And I forgot the dime there so I couldn't take new ones.

Hard to tell from these pics, but looks like damage to me as it goes up onto the rim

Yes it does go up into the rim but the edge or side view is not damaged or pushed in/out at all. It's also the same size as a normal dime. And again the right side is the side that's elevated. I don't know if that helps at all?

Could it be a struck through coin of some sort?

I would lean toward damage, but I'm not sure.

Looks like PMD from a coin rolling machine to me.

I'm thinking it is PSD. If it were a die issue, then the head would not be affected. But because the top of the rim and the head on the fields are all affected, I'm think it is PSD.

1982pennyid, Post Strike Damage ( PSD) is a term for coins that were damaged after they left the U.S. Mint.
