If it was on one side only I'd say the possibility of intentional increases.. Because it's on both sides with one side poorly I have to go with accidental.. I also have to say I've seen other pennies with similar or maybe the same coating, but this is definitely the thickest I've ever seen it.. It's also the only time I've ever seen it with impressions.. The substance is rock-hard, more like a plastic or glue than wax or grease.. And its color is more a darker translucent mean-ocean green mixed with a darker grease grey than what you see in the photos, where it's pretty much the same color as what it's covering (lighting K temp..)

My best guess? -- and that's all it is: Either a quick-drying adhesive or accidentally melted plastic got between three pennies while used coinage was being industrial-grade mechanically re-wrapped for (re)distribution to banks / grocery stores / super centers and the like.. Short of intentional, rolling / plastic sleeving is the only way I can explain the reversed impression.. In actuality, however, I have no idea how this happened or what the substance is..

It's Post Strike Damage. You can see the glue and how it got stuck to two coins. The reversed lettering is a dead giveaway.

All I know is somehow glue or sticky residue got on it, end of story. There's nothing more I can tell you. You get my point, right?

Acetone or a some other solvent would likely remove this but is it worth the cost in time and materials to do it?

Looks like an epoxy type glue. Not the normal Elmer's glue issue. But altered for sure. I remember as kids my brother and I used to take a piece of aluminum foil, press it down on a coin and make a mold and fill it with Elmer's glue to make a glue cast cent. Those were the fun days. Back making molds, now were just growing old. LOL

Well, I have acetone.. So no expense there..
And I have coins soaking in various oils going on a year
now, so I guess I at least think I have the time..

With this one I'm not looking to remove it.. I'd rather
it'd been a mint thing, but this has its own uniqueness..
