Actually I feel both are soft lines with a razor blade. On the tops of the affected areas, you can see a nick in each device.

The areas affected even inside the letters like in the small part of the E and on the upper devices the affected parts look to have even shifted a little south over time. I guess it's possible that it could have been a razor but I think unlikely. The bottom line pretty looks just like a plating bubbles once it gets past to word liberty. The top part prob looked the same when the coin was minted and over time ended up cracking.
