The lower line is a scratch that has begun to zinc rot. The upper could be a "linear plating bubble", where something between the copper plating and zinc core(hair?) has caused rot to start creating the bubble up.

You should include the date, mintmark, and the denomination in your titles.

Actually I feel both are soft lines with a razor blade. On the tops of the affected areas, you can see a nick in each device.

I agree with Crazyb0. One is a scratch that has now started to Zinc Rot, while the other one is a Linear Plating Bubble.

The areas affected even inside the letters like in the small part of the E and on the upper devices the affected parts look to have even shifted a little south over time. I guess it's possible that it could have been a razor but I think unlikely. The bottom line pretty looks just like a plating bubbles once it gets past to word liberty. The top part prob looked the same when the coin was minted and over time ended up cracking.
