They are not plating bubbles. Look at the centers of the bubbles. You can see where the plating was split. Sometimes you can even see gray there. The difference? The bubble are under the plating caused by gas and will flatten with a toothpick. Zinc rot will rise and not be flattened down until the zinc underneath deteriorates.
