Strange Metal Bumps On A 1991-D Lincoln Cent.

Found this strange 1991 US cent with these weird bumps all over it in a roll search (finally found that presentable 2017-P for my album by the way). Tried to get good closeups of the raised metal lumps. What you're seeing in the photos is a 20x to 40x zoom of the field on the obverse. Looks kinda like ole' Abe is sneezing. I'm leaning towards PMD, maybe from heat or chemicals, but it could be a mint error. As we all know, Quality control has certainly let bigger goofs slip by in the past.
Opinions?

Zinc rot. Copper plating is detaching from interior zinc.

Makes sense. One spot on the reverse actually looks like a volcano.

Bubbly surface + date = zinc rot. Photo is good enough to see that.

These are called Plating Bubbles. It's very common on Copper plated Zinc planchets. http://www.error-ref.com/blisteredplating/

Similar bubbles found on many pennies from the 80's to 90's. Mint was still learning how to plate coins I guess.

It's just some plating bubbles. Doesn't increase the value of the coin.

More like Lincoln snots. Looks just like he just let loose a nose shower, and probably had to clean the first beard afterwards.
(I also have one that looks like Lincoln has a Mohawk)
