I agree with @badger mint on the '83. For the '99, there is a small hole in the copper plating next to the second number 9 in the date. The underlying zinc has now started to deteriorate. Neither cent is a mint error and both can be safely spent.

 to CCF. The 83,planchet flaw before plating? 99,zinc rot from burst gas bubble. A few too many pics by the way. It would also help if you described what you are seeing. John1

I posted the coins to know what they were, not really for the value and why I asked for the expertise on this forum. The '83 ear is raised metal, curved or hooked and the dot. The only reference I found during research was a type of mad clash.
