I'm new to coin collecting, and I've tried to research this coin. I think it could be an error metal planchett?

Very interesting. What does it weigh?
Are you familiar with the tissue test?
Basically place it under a single ply tissue (preferably next to a known silver coin) and place in a light area. See if there is a color difference.

It should technically be 40 percent Silver, since it's after 1964. But, getting the weight of the coin would be great.

1964 dated silver quarters were struck till the spring of 1966 to use up the stock of available metal though that did not last into 1967 when this coin was struck.

Not saying it is,but what if it was struck on a foreign countrys' planchet? What if the country had 90% silver? We need weight and also do the tissue test.

There were no 40% quarter planchets. If it is a silver strike it would be 90%.

Based on the weight, I would guess that this is a clad quarter coated / plated with something.
